Abstract

Using a workshop-based approach, defines water supply issues, defines policy objectives, develops supply scenarios, and tests both analytical and facilitated decision processes. Based on Tampa Bay Water's experience, also defines a decision process and analytical tools that utilities can use to address issues and apply policies specific to their concerns. Includes a CD-ROM.
