This report, Cryptographic Protection of SCADA Communications - Part 1: Background, Policies and Test Plan, describes the general background and risks, a method of developing a security posture, and a test program to evaluate cryptographic equipment. The report was finalized in March 2005. It has been adopted as an industry standard by the American Gas Association.
