Abstract
Water utilities face significant workforce challenges, including high retirement rates, limited recruitment pipelines, and increasing competition for skilled labor. This project aims to develop a utility-focused framework for effective workforce development by compiling case studies, conducting surveys and interviews, and facilitating collaborative workshops. The resulting guidance will include implementation pathways and best practices tailored to utilities of varying sizes and capacities. By equipping utilities with scalable tools and proven strategies, this work will strengthen the sector’s ability to attract, train, and retain a sustainable water workforce.
