Abstract

This project will develop a comprehensive, planning-level cost estimation guide focused exclusively on direct construction costs for pipeline renewal and replacement technologies that is adaptable across regions and project conditions. As utilities face increasing pressure to replace aging infrastructure, having access to reliable, standardized cost data is essential for making informed investment decisions. This guide will provide water utilities with accurate budgetary estimates and enable meaningful comparisons among a range of pipeline renewal and replacement methods, from traditional open-cut to advanced trenchless technologies based on direct costs such as labor, materials, and equipment. Social and environmental costs will be excluded from the primary cost modeling, though their significance will be addressed qualitatively in the context of project planning.
