Describes use of an American Assembly approach to convene water utility managers to produce a consensus document for the managerial assessment of water quality and system reliability. Provides a holistic source-to-tap framework for organizing the measures to assure reliability that can serve as benchmarks to anticipate future needs and strategic initiatives.
