Abstract

Utilities considering implementing a private lateral program now have a practical guide that discusses the legal options and financial considerations, especially as they relate to private property issues. A useful table of funding options provides a range of possible alternatives for inspection, testing, repairs, rebates and hardship cases. This useful guide includes case studies of various scenarios.
