Abstract

Develops a methodology for utilities to assess customer perceptions, attitudes, and expectations for water system reliability, for their tolerance to service disruptions and construction impacts, and for their willingness to pay for expected levels of service. Develops a format for quantifying these factors in a way that can be incorporated into an infrastructure decision-making process, along with the technical and economic analyses traditionally used. Published in 2005.
