Abstract

Capital improvement projects are a significant expenditure in water and wastewater utility budgeting and planning efforts. As the water and wastewater industries evolve, changes in technology and the increase in project complexity are demanding specialized design and construction services lending these projects to various project delivery methods.

The primary objectives of this project were to: (1) develop a qualitative and quantitative performance evaluation of design-bid-build (DBB), design-build (DB), and construction manager at risk (CMAR) project delivery methods for the water and wastewater industry, and (2) create a web-based decision support tool based on the evaluation and analysis from Objective 1. The web tool, EXPRSS-TP, is available below under Resources. Published in 2019.
