Condition assessment is any direct or indirect means used to try to ascertain the condition of a water utility’s assets, and thus better determine the likelihood of their failure. The structural deterioration of water mains and their subsequent failures are complex processes that are affected by many factors, both static and dynamic. In general, condition assessment activities require extra time, effort, and expense over and above the operation and maintenance of a utility's transmission and distribution system.​​
