The Water Research Foundation, in discharging the public trust through both subscriber and government funding, is required to assess both the technical merit and the proposed costs of research proposals, as well as the financial grant management capabilities of proposing organizations. 

The Foundation’s policy and process are provided in detail. Those submitting proposals are required to adhere to all the guidelines and policies of the Foundation.
